The presence of civil society groups to legally monitor the activities of civil servants and other government permanent staff is essential in corruption management in Nigeria. There is no way these untouchables should be allowed to be judge and jury in their domain. Awarding of contracts should not be left in the hands of any one agency no matter the urgency or secretive. Government expenditures and evaluation of service provided must be scrutinized and approved by these civil society groups. And projects should not be attached to the name of a, President, governor, chair person or any other individual unless they are paying for it from their pockets. It either a federal project, state or local government project. That way, there wont be abandon public projects all over the nation. Any instrument that can be used enfoprce accountability in governance will enhance infrastructural development.
