The fragile truce between the Executive and Federal lawmakers may once again be tested as President Goodluck Jonathan has rejected some clauses inserted in the 2013 budget by the National Assembly.

President Jonathan in a letter submitted an amendment of the 2013 budget to the senate for consideration and approval.

He faulted some of the clauses in the budget which he stated would be injurious to the spirit of separation of powers between both arms of government.

One of such clauses which the president is asking federal lawmakers to review is the clause which states that all budgetary provisions and revenue shall not be spent by the Securities and Exchange Commission (SEC) except with prior appropriation by the National Assembly.

President Jonathan stated that the SEC budget does not form part of the core 2013 federal budget presented to the national assembly and the clause is tantamount to shutting down the business of the commission with a potentially negative impact on the capital market.
