At the swearing-in ceremony of Mr Kisafi, President Goodluck Jonathan stressed the need for improvement in the standard of service delivery in the civil service.
The ceremony was held on Wednesday before the weekly Federal Executive Council meeting started.
Also sworn in was Mr Chima Odunze as the commissioner representing Imo and Abia in the Federal Civil Service Commission.
The President urged them to instil discipline discipline in the civil service and to maintain proper conduct while carrying out their duties.
He insisted that there must be high standards set for those in the service if they must succeed.
