The Katsina State Government on Tuesday restated its commitment to delivering services aimed at improving the lives of all citizens in the State.
Governor Dikko Radda disclosed this in Daura and Mani Local Government Areas of the state when he flagged off the inauguration of Community Level Committees (CLC) to cover the 361 political wards across the 34 LGAs of the state.
The governor, represented by the State Commissioner of Finance and Acting Commissioner in Charge of the Ministry of Local Government and Chieftaincy Affairs Bishir Gambo explained that part of the roles and responsibilities of the Committees include among others identifying and prioritise projects that are Germane to the public.

Other responsibilities of the committees are monitoring the implementation of such projects for quality and transparency, encouraging community participation as well as taking ownership of such projects.
He pointed out that the objective of the initiative, which is under the Katsina State Community Development Programme, headed by Kamaludeen Kabir as the State Coordinator, is to strengthen community ownership of development initiatives.
“Other objectives are: enhancing transparency and accountability of public projects, ensuring equitable representation of all societal groups especially women, youth, and the vulnerable,e and building a collaborative framework between the government and the communities for sustainable progress.
“This administration is committed to delivering services that improve the lives of all citizens in the state. Today’s inauguration is a call for unity, responsibility and actions. Together, we will continue to transform the state, creating opportunities and delivering results that uplift every individual and every community,” he said.
While at the Daura Local Government Secretariat, Katsina North, the governor inaugurated the committees, comprising community support officers, religious leaders, village heads, women, and youth groups, drawn from Daura, Mai-Adua, Baure, Sandamu, Zango LGAs.
At the Government Pilot Secondary School, in Mani Local Government Area of the State, similar committees drawn from Mani, Mashi, Dutsi, and Bindawa LGAs, were inaugurated.
On November 21st, 2024, Governor Radda launched the Katsina State Community Development Programme (KSCDP), an initiative designed to empower communities and ensure grassroots development through participatory governance.
The programme was launched at the Banquet Hall of the General Muhammadu Buhari Government House, Katsina State.
The governor while addressing investors, donor partners, and other stakeholders attending the ceremony, outlined key goals of the initiative which he said, include enhancing social cohesion, economic empowerment, promoting gender equity, improving infrastructure access, and ensuring environmental sustainability.
He emphasized that “Development is not a gift but rather, a collective effort, stating that the program represents a clear belief in the potential of every community, every family, and every individual in the state.
Governor Radda, however, called on traditional rulers, local governments, and development partners to support this collaborative approach, emphasizing the programme’s potential to create meaningful, sustainable change.
The programme introduces an innovative approach to local development, establishing community development centres in all 361 wards across 34 Local Government Areas of the State.
Each centre will feature three critical offices namely: Community Development, Community Support, and Community Learning, all designed to address infrastructure, social services, education, and economic empowerment.
During the ceremony, the governor immediately announced the appointment of renowned academic and community development expert Kabir as the State Coordinator of the Katsina State Community Development Programme (KSCDP).
He further highlighted examples of successful community-driven development models from other countries, including India’s Mahatma Gandhi National Rural Employment Guarantee Act and Brazil’s Bolsa Família programme.
