By-Election: EDSIEC Presents Certificate Of Return To New Councillors

The issuance of the certificates marks the formal conclusion of the controversial by-election.

The Edo State Independent Electoral Commission (EDSIEC) on Monday presented Certificates of Return to the winners of the recently concluded councillorship by-elections held on Saturday, September 20, 2025.

The certificates were issued at the Commission’s headquarters on Airport Road, GRA, Benin City, by Ovuchor Suleiman on behalf of the EDSIEC Chairman, Jonathan Aifuobhokhan.

While several of the victorious candidates were present to receive their certificates, a number of them were absent and did not collect their Certificates of Return during the ceremony.

The issuance of the certificates marks the formal conclusion of the controversial by-election, which was conducted despite a High Court ex parte order restraining EDSIEC from proceeding with the polls.

EDSIEC, however, had filed a motion on notice seeking a judicial review of the ex parte order.

In a press statement issued on Friday, September 19, just a day before the election, the Commission declared its intention to go ahead with the polls, citing legal grounds for doing so.

The election saw the All Progressives Congress (APC) emerge as the sole participant, naturally winning all 59 councillorship seats across 15 local government areas where the elections were held to fill vacant positions.
