Mr. Moro said at a media Briefing in Abuja that terrorism suspects within the prison walls have made the prison service vulnerable to attacks by the insurgents.
The Minister added that the prisons were initially built for minor cases but the advent of insurgency has made it necessary to upgrade the facilities to be able to handle high profile inmates.
He traced the poor state of the prison service to inadequate funding, explaining that prison service is on the exclusive list which inhibits adequate development of the facilities.
