This is part of the position put forward by the commission while speaking on the legislative re-run election in Rivers State.
The commission also emphasised the need for the government to set up an Elections Offences Tribunal, as recommended by the several committees on election.
It says it intends to take appropriate action under the law after reviewing all documented instances of violence.
The legislative re-run election of December 10 in Rivers State saw pockets of violence in some local councils.
Governor Nyesom Wike of the Peoples Democratic Party (PDP) had claims that security agents were involved in snatching of election material in the state.
The military has denied the claims, saying they were only in Rivers State to protect lives and property of residents during the election.
