A former Attorney General and Minister of Justice, Abubakar Malami, has petitioned top security officials over an alleged plot to destabilize Kebbi State through the importation of political thugs, foreign mercenaries, and illegal arms trafficking.
In a statement on Thursday, Malami’s Special Assistant on Media and Publicity, Mohammad Bello Doka, said the ex-AGF raised the concerns in a petition dated September 10, 2025, addressed to the National Security Adviser (NSA), the Inspector General of Police (IGP), the Director-General of the Department of State Services (DSS), and the Comptroller-Generals of the Nigeria Immigration Service and the Nigeria Security and Civil Defence Corps.
Malami, who is the leader of the African Democratic Congress (ADC) in Kebbi State, alleged that certain political actors are allegedly collaborating with foreign mercenaries from the Niger Republic and arming them through illegal channels.
The petition claims these operatives are being deployed to intimidate citizens, suppress opposition voices, and disrupt the peace in Kebbi State.

He emphasized that the threats are not speculative but based on credible intelligence and personal experience.
The former AGF an incident on September 1, 2025, in which he and other indigenes were allegedly attacked by armed thugs “operating without fear of law enforcement.”
The petition accused Kebbi State Governor, Nasir Idris, and his associates of facilitating these activities, alleging covert ties to the terrorist network known as Lakurawa.
Malami described the situation as “a national security emergency” that transcends local politics and poses a direct threat to Nigeria’s sovereignty and internal security.
He urged the NSA and other security chiefs to act urgently by coordinating inter-agency efforts, securing border communities to prevent the infiltration of mercenaries and arms, and launching a high-level investigation into the alleged collusion between state officials and terrorist elements.
The petition was copied to the heads of the DSS, Police, Immigration, and Civil Defence, underscoring the urgency and seriousness of the concerns raised.
